The Michigan State Police troopers involved in the deadly shooting of 17-year-old Rayvon Shahid in Flint will not face any criminal charges.
Michigan Attorney General Dana Nessel announced a ruling Friday that the troopers acting in self-defense and the defense of others when they shot and killed Shahid near the intersection of Martin Luther King Boulevard and Dewey Street in Flint on Nov. 11.
Nessel said prosecutors from her office reviewed body camera video, written reports from the troopers, dash camera footage and surveillance images from nearby businesses before they reached a conclusion that they were justified in firing gunshots at Shahid.
Nessel’s statement about the incident says a trooper encountered Shahid wearing a ski mask and walking near the intersection of Martin Luther King Boulevard and Dewey Street.
The trooper noticed a bulge on Shahid’s waistband, which he believed to be a concealed handgun. Troopers watched Shahid hide behind some buildings on the east side of Martin Luther King Boulevard before they circled around to talk with him.
Troopers found Shahid walking on West Essex Street and they activated the lights on their patrol car to stop him. The troopers talked briefly with Shahid about why they stopped him before Shahid reached toward the handgun in his waistband.
Both troopers drew their guns on Shahid and ordered him to get on the ground. He then raised an empty hand toward the troopers, backed away slowly and then ran off.
Shahid pulled the handgun out of his waistband while he was running and one of the troopers attempted to deploy a Taser to stop him. Nessel noted that the troopers gave about 10 commands for Shahid to drop the gun in 25 seconds while he was running.
Nessel said the gun had an extended magazine with 24 rounds of ammunition.
Both troopers fired at Shahid as he ran toward Pasadena Avenue and he collapsed. The troopers immediately began administering first-aid and called for an ambulance.
The ambulance rushed Shahid to Hurley Medical Center, where he was pronounced dead.
